Often justified on the basis of public protection, regulation - which usually comes with criminal sanctions attached - is a tool of public policy quite distinct from ordinary criminal law.

The ever greater complexity of daily life is mirrored yearly by thousands upon thousands of government regulations, and their enabling statutes, which range from controls on environmental damage through to enforcement of the smoking ban.

Very often, regulation is accompanied by official or semi-official guidance, which is not legally binding but to which government agencies will have an eye when considering whether specific rules have been breached.
